Martin Tillman

Managing Director
30 years experience

Martin Tillman is the founder and Managing Director of TMP Consult, bringing over 30 years of international experience in transport planning, including two decades in the Gulf region. Known for his strategic insight and independent approach, Martin advises governments, master developers, and global consultancies on how to create more liveable, connected, and sustainable urban environments. His work bridges vision and delivery shaping mobility systems that work for people, places, and the planet.

Dr Ghulam Memon

Traffic and Mobility Director 36 years experience

Dr. Ghulam Qadir Memon is a senior transport advisor at TMP Consult, bringing over 36 years of international experience in transport planning, traffic engineering, and mobility strategy. With a Ph.D. in Civil Engineering from the University of Pittsburgh and a career spanning the USA, UAE, Qatar, and Saudi Arabia, Dr. Memon has led major public and private sector projects including strategic masterplans, traffic impact assessments, and public transport strategies.

Waseem Kaiser

Senior Modeller 10 years experience

Waseem Kaiser is an experienced transport planner with over 10 years of diverse project work across the UAE, India, and the Gulf. His expertise spans traffic impact studies, microsimulation, public transport planning, signal design, and demand modelling using tools such as VISUM, VISSIM, SYNCHRO, and SIDRA. Waseem has contributed to high-profile developments including Dubai Hills Estate, Dubai Creek Harbour, and Mohammed Bin Rashid City. He brings a deep understanding of local authority procedures and a hands-on approach to delivering smart, efficient mobility solutions.

Chris Kost

Associate Transit Planner 20 years experience

Chris Kost is an international transport and urban mobility expert with over 17 years of experience leading sustainable mobility projects across Africa, South Asia, and the Middle East. Formerly Africa Program Director at the Institute for Transportation and Development Policy (ITDP), Chris has managed citywide bus rapid transit (BRT), non-motorised transport, and sustainable urban mobility planning initiatives in cities such as Cairo, Nairobi, Kigali, and Chennai. His work spans policy development, infrastructure design, travel demand management, and institutional reform, with a focus on low-carbon, inclusive transport solutions. Chris brings deep technical expertise and global insight to TMP’s projects across the Gulf region.

Tanishka Mehta

Consultant Transport Planner 2 years experience

Tanishka Mehta is a mobility planner with a strong focus on sustainable, people-centred transport systems. With experience across Canada and the Gulf, she has contributed to major projects including the Jeddah Central Development, MBS Bay, and road safety initiatives in New Jersey. Passionate about equity in transport, Tanishka brings a research-driven and stakeholder-focused approach to mobility planning — advocating for accessible, multimodal networks that support vibrant, transit-oriented communities. She holds a degree in Environmental Studies from York University and has presented at leading planning and road safety conferences.
